Villagers will only put items that they recieve on the correspondingly sized furniture even if their house is somehow completely emptied of all furniture, they will never change finally, there are also some items in almost every villager's starting layout that they will.

Acnh tips i wish i knew when i started. (disregard any npcs and new hhd characters).
